Evaluation of the Philadelphia Housing Authority Mentoring Demonstration Project

CRYSP is the evaluator on this HUD-funded project that seeks to provide one-on-one mentorship to families living in PHA sponsored housing. The evaluation will include both process and outcome components.  The process evaluation will include documentation of the match between family needs and mentoring activities, as well as assessments of the relationship between PHA and mentors; between mentors and participants in the experimental group; and between PHA service providers and participants in the control group. The outcome evaluation will track both the mandatory indicators – change in adjusted income and change in FICO credit rating – for both experimental and control families, as well as indicators of progress related to individual family case plans.


Evaluation of the Philadelphia Housing Authority Ludlow Housing Project

CRYSP is the evaluator on this HUD-funded project and will work with PHA staff, contractors and partners to:  1) Assess the impact of HOPE VI on residents lives including changes to socio-economic status, changes in housing conditions, and changes in other measures of family well-being; 2) Assess the impact of HOPE VI in generating economic development benefits for the community including measuring the number of jobs generated, measuring Section 3 and other contract dollar impacts on local businesses, etc; 3) Assess the impact of HOPE VI on the community surrounding the Ludlow area including reviewing changes to local property values, identifying other related or leveraged revitalization initiatives, etc.; and, 4) Assess the integration of CSS and physical revitalization components including measuring success in preparing residents for relocation, preparing for re-occupancy, matching residents to construction jobs, etc. The collaboration between PHA and CRYSP will include: planning meetings and discussions to finalize the evaluation methodology; collaborative efforts to establish baseline indicators and develop regular reporting systems for all service programs; periodic meetings of the evaluation team and PHA staff, contractors and/or partners to obtain evaluation team feedback on program activities; and, collaboration in the preparation of semi-annual and annual evaluation reports.

Programa Conexion: Latinos with HIV and Substance Abuse Problems

This five-year project, funded by the Department of Health and Human Services through Asociacion de Puertorriquenos en Marcha, evaluates both process and outcomes for an outreach program for Latino prisoners in Philadelphia with HIV and substance abuse problems who are returning to their communities. CRYSP manages the data collection process for the project to ensure its compliance with federal accountability performance standards and analyzes quantitative data quarterly. The project has recently expanded to include qualitative components such as focus groups with staff and clients, on-site observations of therapeutic groups, and program sustainability assessment.

The Out-of-School Time Resource Center (OSTRC) promotes out-of-school time (OST) student achievement by conducting research on and providing access to staff resources and professional development. To that end, the OSTRC:

  • Helps OST staff locate resources and professional development opportunities. The OSTRC maintains a Listserv and website, several resource directories, and an e-mail/telephone helpline. These provide information on area trainings, funding sources, research studies, and similar topics
  • Evaluates OST staff resources and professional development, and suggests which are most effective. The OSTRC develops and uses “tools,” such as surveys and focus groups, to measure the impact of staff resources and professional development on OST staff, programs, and students.
  • Recommends changes in practice and policy. By providing OST staff with access to diverse resources, and evaluating the impact of these resources on student achievement, the OSTRC strives to influence investments in OST staff support and professional development.
