Effects Of Managed Care Organizations (MCOS) On Utilization, Cost And Patient Outcome

Description: The purpose of this grant is to evaluate the extent to which managed care, in comparison with traditional fee-for-service models, improves access, cost efficiency, and client outcomes for Medicaid-eligible adults with serious mental illness. Pennsylvania's reform of the organization and financing of its public health services system creates an unparalleled opportunity for the policy research community to evaluate a public-sector venture into providing behavioral managed care for persons with SMI using traditional private-sector management techniques.

The research is conducted by a team of University of Pennsylvania researchers from the School of Medicine's Department of Psychiatry, the Wharton School, and the School of social work in collaboration with staff of Philadelphia Department of Health, the Philadelphia Office of Mental Health, The Allegheny Office of Mental Health, Project S.H.A.R.E. (a mental health consumer organization, and local National Alliance for the Mentally Ill.
