Tom Robbins is from Somerset, England, and studied Social Policy at undergrad level at the University of Edinburgh in Scotland. He then worked for Her Majesty’s Treasury working on welfare reform policy, and then on national arts & culture funding. Tom then took a career break and studied a MSC in Social Policy at Penn from the UK via the Thouron Award. He has now returned to be Head of the Cultural Development Fund and place-based investment in arts and culture for the Department for Culture, Media & Sport.
“It was amazing to study social policy from a US perspective, which was so different to perspectives back home in the UK. I loved SP2, the people, the ethos, and its ambitious social justice aims in a challenging time. I found my course valuable in see things from different perspectives. In particular, I found it useful for brushing up on my economic knowledge for policy-making, and understanding in more detail how to navigate programme evaluations which is directly relevant to my new role in government, where I am in charge of commissioning the evaluation of public spending in culture.”
