Sarah Kabourek, PhD

  • Sarah Kabourek, PhD, is a Research Scientist at NORC at the University of Chicago. There, she works with a range of public and private partners to conduct evaluations of education interventions and policy. She uses advanced quantitative, mixed-methods, and cost analysis to evaluate outcomes, impacts, and efficiency of interventions and policies aimed at supporting diverse learners and historically underrepresented students. Much of this work is done in collaborative partnerships with public agencies. Sarah’s independent research focuses on the long-term impacts of public preschool expansion and access.

    Sarah is an Lecturer at the School of Social Policy and Practice at the University of Pennsylvania, where she teaches a course on innovations in public-private partnerships. She also serves as an Instructor in quantitative methods at the American University School of Education.

    Sarah holds a PhD in Education Policy from Vanderbilt University and a Bachelor of Arts from Princeton University.
